Three new tobacco-related rulebooks were published in the Official Gazette of the Republic of Serbia No. 92/2026, introducing more detailed requirements concerning the appearance of signs at points of sale and the labelling of tobacco products.
- Sign prohibiting the sale of tobacco and related products to minors
Retailers will be required to display the prescribed sign in a visible place within the premises, as well as on each humidor.
The sign must have prescribed minimum dimensions of 210 × 300 mm, as well as specific wording, colours and graphic elements.
The new rulebook replaces the previous 2006 rulebook and enters into force on the eighth day following its publication.
- New requirements for roll-your-own tobacco packaging
For different types of roll-your-own tobacco pouches, the exact position of the general health warning and the informational message is prescribed. Specific rules apply to:
- Rectangular pouches;
- Pouches with a fully wrapping flap;
- Certain types of plastic and plastic-coated pouches;
- Stand-up pouches.
In certain cases, the warning and the informational message must cover 50% of the relevant surface area.
This rulebook enters into force on the eighth day following its publication, but will apply from 1 June 2027.
- New design of combined health warnings
The most significant changes concern combined health warnings on tobacco products. The new rules prescribe:
- New warning texts;
- Photographs to be combined with the corresponding text;
- Information on smoking cessation;
- Requirements for vertical and horizontal formats;
- Precise proportions of the areas occupied by the photograph, text and information;
- Rules for packs with rounded or bevelled edges;
- Technical printing requirements, including a minimum resolution of 300 dpi;
- Requirements concerning font, font size, line spacing and the display of photographs.
Importantly, combined health warnings will be rotated annually, with the first rotation taking place on 1 June 2027.
Manufacturers and importers will, among other things, be required to ensure that the photograph, textual warning and smoking cessation information are not separated when the package is opened.
For retailers – it will be necessary to check whether the new sign prohibiting the sale of tobacco and related products to minors has been displayed in the prescribed manner.
For manufacturers and importers – preparations will be required to adapt the design and technical characteristics of packaging, particularly given that the new rules on combined health warnings and roll-your-own tobacco packaging will apply from 1 June 2027.
In other words, for some businesses, the deadline is not as far away as it may seem – changes to packaging, production preparations and the alignment of materials require time.
