Among the current public calls issued by the Ministry of Economy for the allocation of non-refundable funds, we have highlighted five programmes that may be particularly relevant to different categories of businesses and projects. Most of these programmes combine non-refundable funding with the applicant’s own funds or favourable loans from the Development Fund, with financing available for equipment, production capacities, business premises and other eligible costs.
- Young People Create Serbia – aimed at young entrepreneurs, micro and small companies and cooperatives whose founders and representatives are persons under 35. Non-refundable funding may amount to up to 40% of the investment, or 50% for entities located in less developed local government units. Total support per application ranges from RSD 400,000 to RSD 2.4 million, with a Development Fund loan repayable over up to 5 years at an annual interest rate of 2.5%.
- Creators of Serbia – General Financial Support Programme for MSMEs – available to entrepreneurs, micro and small companies and cooperatives. Non-refundable funding may cover up to 50% of the investment, capped at RSD 1 million, while the remaining amount may be financed from the applicant’s own funds or through a Development Fund loan. Total support per application may amount to up to RSD 2 million.
- Women Who Move Serbia Forward – aimed at women entrepreneurs, micro and small companies and cooperatives operating in the processing industry, subject to the prescribed ownership and representation requirements. Non-refundable funding may amount to up to 50% of the investment, capped at RSD 1.5 million, while total support may reach RSD 3 million.
- Domestic Quality – From Domestic Raw Materials to a Premium Product” – aimed at micro and small businesses and entrepreneurs producing food products made from 100% domestic raw materials. Non-refundable funding may amount to up to 40% of the investment, or 50% for entities located in less developed local government units.
- United for Success in Every Community – a dedicated programme for associations supporting entrepreneurship development. Non-refundable funding may cover up to 100% of eligible project costs, ranging from RSD 300,000 to RSD 1 million per approved project, with no mandatory co-financing requirement.
The public calls are open until the available funds are exhausted, and in any event no later than 4 September 2026.
Given the short application period, potential applicants should check the status of their tax liabilities and social security contributions in good time, as well as their compliance with other eligibility requirements. These checks should be carried out before submitting an application in order to allow sufficient time to address any outstanding obligations and prepare the required documentation.
Before deciding to apply, it is important to verify which programme corresponds to the applicant’s business activity, ownership structure and planned investment, as well as the eligibility of the proposed investment, financing structure, required collateral and completeness of the application documentation.
