Draft Regulation Decree on Unified Register of Non-Tax Revenues

A Draft Decree has been presented to the public which further regulates the manner of maintaining and operating the Unified Register of Non-Tax Revenues, as a dedicated electronic module within the Register of Administrative Procedures.

The most important novelties arising from the proposed text include:

  • A centralized register of fees, charges and other non-tax revenues is being established, covering those prescribed and collected by state administration bodies, the autonomous province, local self-government units, special organizations and entities entrusted with public powers.
  • The register will function as a digital module connected to the Register of Administrative Procedures, the Legal Information System, the electronic payment system, the Treasury Administration information system, and the National Single Window for Foreign Trade.
  • Data on non-tax revenues will be maintained through individual records organized by specific regulations, ensuring a clear link between a particular administrative procedure and the corresponding financial charge.
  • A clearly defined structure of user roles within the system is introduced (super-administrator, register administrator and authorized data entry personnel), with the obligation that administrators be appointed by a formal decision of the competent authority.
  • The register will contain detailed data on each non-tax revenue, including the legal basis, the method of calculation, parameters used for determining the amount, and the information necessary for the automatic generation of payment orders.
  • A continuous data-updating obligation is envisaged, ensuring that the register reflects applicable regulations at the moment they enter into force.

The proposed model aims to digitalize administrative procedures, enabling integration with electronic payment services and other government information systems, while also facilitating access to information on fees and charges collected by state administration bodies, the autonomous province, local self-government units, special organizations and entities entrusted with public powers.
