News in the Area of Women’s Entrepreneurship Support and Implementation of European Territorial Cooperation Programmes.
- Amendment to the Decree on the Programme for Stimulating Entrepreneurship through Financial Support for Women’s Entrepreneurship in 2025
Due to exceptionally high demand, the Ministry of Economy is continuing to accept applications under the 2025 Financial Support Programme for Women’s Entrepreneurship. The amendment to the Decree adjusts the Programme’s financial framework by increasing the total amount of available funds by an additional 134,000,000 RSD.
The additional funds were transferred from the previous two programme cycles (2023 and 2024) in accordance with applicable regulations and recorded as available based on the report of the Development Fund.
As a result, the total budget of the Programme for 2025 has increased from the initial 70 million RSD to 204 million RSD, thus ensuring the financing of all already-approved applications and enabling the regular fulfilment of obligations under the Programme.
We remind that the call is open to women entrepreneurs, micro and small companies registered with the Business Registers Agency (APR), provided that the founder, legal representative, or general manager is a woman.
- Decree on the Implementation of European Territorial Cooperation Programmes under the Instrument for Pre-accession Assistance (IPA III) for the Period 2021–2027
The Decree on the implementation of European Territorial Cooperation Programmes under IPA III for the period 2021–2027 establishes, for the first time, a systematic framework for the management, control, and financing of cross-border, interregional, and transnational cooperation programmes with EU Member States financed under IPA III.
IPA III is a key EU financial instrument intended for candidate countries, including Serbia, aimed at strengthening institutional capacities and alignment with European standards through projects in the fields of development, infrastructure, environmental protection, and social inclusion.
The Decree regulates:
- the preparation, implementation, monitoring, evaluation, reporting, and closure of programmes;
- the responsibilities of new bodies involved in programme implementation: the National IPA Coordinator, the National Authority, and the Control Body;
- the structure of joint programme bodies;
- procedures for cost verification, reimbursement, and financial corrections;
- mechanisms for managing irregularities and cooperation with the national coordinating body for preventing irregularities and fraud involving EU funds, as well as with OLAF (European Anti-Fraud Office);
- audit rules.
In this way, an institutional framework is established for all beneficiaries of grant funds — including local self-governments, development agencies, civil society organisations, cultural institutions, schools, and universities.
