New Incentives for Improving the Quality of the Tourism Offer

The Government of the Republic of Serbia has rendered the new Decree on Conditions and Manner of Allocation and Use of Credit Funds for Stimulating the Quality of Tourism Offer (Official Gazette RS, No. 42/2025, the Decree), which regulates the criteria, procedure, and use of credit funds aimed at improving the quality of the tourism offer by natural and legal persons operating within the tourism and hospitality sector.

Eligibility for the use of credit funds:

  • Legal entities and entrepreneurs registered for activities in the field of tourism and hospitality;
  • Holders of family agricultural holdings.

Key Provisions of the Decree:

  • The maximum participation of credit funds is limited to up to 50% of the total project value;
  • Credit funds are provided at an annual interest rate of 1%, subject to a currency clause;
  • Projects must comply with the Tourism Development Strategy of the Republic of Serbia and meet certain technical and content-related criteria;
  • Minimum credit amounts are: RSD 500,000 for entrepreneurs/agricultural holding owners, and RSD 2,000,000 for legal entities;
  • The repayment period for allocated funds is up to 72 months, with a grace period of 12 months, or 24 months for greenfield investments.

The decision on the allocation of funds is rendered by a Commission established by decision of the minister competent for tourism affairs, while technical evaluation and project qualification are conducted by the Development Fund of the Republic of Serbia.
