By adopting the Decree Establishing the Programme for Financing Energy Efficiency Improvement Activities and Measures in 2026 (“Programme”), the Republic of Serbia has, for the current year, normatively defined the framework for financing energy efficiency measures, with clearly determined objectives, implementing entities, and areas of support.
Key information and the objective of the Programme:
- A particularly important feature of the Programme lies in the fact that energy efficiency is not treated solely as a matter of technical improvement of buildings, but also as an instrument for achieving several interconnected public policy objectives – more rational energy use, greater reliance on renewable energy sources for self-consumption, reduction of greenhouse gas emissions, as well as strengthening institutional capacities for the implementation of measures at the local level.
- The support measures are not limited to individual interventions, but rather encompass a broader range of investments – from improving the thermal envelope of buildings and modernising thermos-technical systems, to upgrading indoor and public lighting, rehabilitating district heating systems, as well as constructing solar power plants for self-consumption. Such an approach indicates that energy efficiency is treated, both normatively and operationally, as an issue of overall public infrastructure management, rather than merely as a segment of isolated technical measures.
- The Programme identifies the Republic of Serbia, units of local self-government, city municipalities, public enterprises, and other legal entities within the public sector as relevant implementing entities. This confirms that the improvement of energy efficiency is established as a shared responsibility of different levels of public authority, with a clear reliance on the local level as the sphere of direct project implementation.
- For the implementation of the Programme in 2026, RSD 377 milion 349 thousend has been allocated, with the funds directed toward financing projects aimed at improving the energy efficiency of public buildings in units of local self-government. In that regard, the importance of the Programme lies not only in budgetary support, but also in the fact that it creates a more predictable framework for the planning, financing, and implementation of public investments in the field of energy efficiency.
