Amendments to the Rulebook on the Conditions, Content and Method of Price List Publication were published in the Official Gazette of the Republic of Serbia, No. 98/2026. The amendments expand the list of products subject to price publication requirements and clarify the rules for submitting price lists to the Open Data Portal.

Expanded List of Products

The amendments expand the list of products for which price lists must be published. In addition to the categories previously covered, the list now also includes plant-based spreads, baking ingredients and cake-making additives, powdered products, pastry dough sheets, other cereals, soups and side dishes.

For retailers whose sales revenue exceeded RSD 3 billion in the preceding financial year, this means that, when ensuring compliance with the Rulebook, they should check whether their price lists also include products covered by the newly added categories.

A Single Consolidated Price List on the Open Data Portal

One of the most significant changes concerns the publication of price lists on the Open Data Portal.

A retailer that operates under a single name in its dealings with consumers must submit one consolidated price list, regardless of the number of its retail outlets or their geographical distribution. If a retailer operates under several different names, it may submit a separate consolidated price list for each name.

A particularly important rule applies where the price of the same product differs between retail outlets covered by a single consolidated price list. In such cases, the highest applicable retail price for that product must be stated on the Open Data Portal.

A Consolidated Price List Does Not Replace Price Lists for Individual Retail Outlets

Publishing a consolidated price list on the Open Data Portal does not exempt a retailer from the obligation to make price lists available on its website for each retail outlet separately or, where applicable, for distance selling.

This means that retailers must comply with two separate obligations: submitting a consolidated price list to the Open Data Portal and making individual price lists available on their websites.

Updates to the Technical Standard

The amendments also revise the part of the technical standard relating to product classification. The previous range of 1 to 24 has been extended to 1 to 25, in line with the product category code list.

The basic rules governing data format and structure remain unchanged. Price lists must be published in machine-readable CSV format and include the prescribed information on products, prices, units of measurement, any applicable price reductions and the VAT rate.

Retailers must also continue to publish an updated price list whenever a price changes, while price lists valid on the first day of each calendar month must be retained permanently as historical snapshots.

What Should Retailers Pay Attention To?

The amendments to the Rulebook enter into force on 24 October 2026. To ensure compliance, retailers should review the range of products included in their price lists, the way data is consolidated for submission to the Open Data Portal, and whether the prices published online correspond to those applicable at individual retail outlets.
