The Map of Regional Development Measures and Incentives

The new Map of Regional Development Measures and Incentives (“Map”), published by the Serbian Business Registers Agency (SBRA), provides the most comprehensive overview of state investments, economic potentials, and development trends across the regions of Serbia. The Map of the Register of Measures and Incentives is available free of charge, in both Serbian and English, on the SBRA website: apr.gov.rs.

In the first half of 2025, a total of RSD 108.2 billion in incentives was realized, of which 89.3% were non-refundable funds. The largest portions of these investments were allocated to:

  • agriculture – RSD 39.5 billion;
  • education, science, culture, and sports – RSD 22.1 billion;
  • manufacturing – RSD 18.2 billion;
  • transport infrastructure – RSD 6.8 billion;
  • research and development – RSD 4.4 billion.

The Map also shows how funds were distributed among beneficiaries: the largest share was allocated to agricultural holdings (36.3%), business entities and entrepreneurs (30.8%), and educational and scientific institutions (19.9%).

The objective of the Map is to consolidate and present all state incentives implemented across the territory of the Republic of Serbia, in order to enable the monitoring of public policy effects, improve institutional coordination, and facilitate the planning of balanced regional development.

The Map provides investors with insight into where the state is already investing and which regions show the highest growth; it helps local self-government units in planning and preparing development projects; and it shows the business sector which areas are prioritized for support.
